BCDA legal wins assure stability for John Hay business locators

BAGUIO CITY – Business locators at Camp John Hay have been assured of long-term stability following a series of legal victories by the Bases Conversion and Development Authority (BCDA), which affirmed government control over the special economic zone.

In a statement on Thursday, BCDA Chairperson Larry Paredes said that the favorable rulings strengthen investor confidence and reinforce the business environment at Camp John Hay.

“This major legal victory provides long-term stability for investors and partners,” Paredes said.

The Regional Trial Court Branch 79 in Baguio City recently dismissed six cases filed by private claimants involving properties within the John Hay Special Economic Zone. These included petitions for quieting of title, recovery of possession, and promissory estoppel.

Paredes said the court decision further solidifies the legal framework supporting BCDA’s takeover and management of Camp John Hay in January 2025.

The authority assumed control of the 240-hectare area after a Supreme Court ruling ordered the previous private developer to turn over management of the property.

Following the takeover, existing lessees were directed to negotiate directly with BCDA, raising concerns over contract security as the government entity opened the area to new business locators.

Paredes said the recent rulings clarify ownership and management issues, allowing BCDA to proceed with redevelopment plans.

“BCDA is securing significant legal victories as it pushes the revitalization and modernization of Camp John Hay. With the legal framework now clear, we can move forward to unlock its full potential as a world-class mountain estate and a key growth driver in Northern Luzon,” he said.

BCDA President and CEO Joshua. Bingcang echoed this view, saying the decision reinforces Camp John Hay’s transformation into a premier investment destination.

Meanwhile, John Hay Management Corporation president Manjit Singh Reandi earlier presented development plans for 2026, including the opening of the John Hay Museum, development of the Mile Hi Center, a cable car attraction, and a public sports facility.

“We have yet to roll out major projects, but the best is yet to come for Baguio, always with sustainability at the core,” Reandi said. (PNA)
