OCTA survey: 10 party-list groups seen to get House seats

An OCTA Research pre-election survey results see 10 party-list groups gaining grounds to win seats in the House of Representatives in the upcoming mid-term elections.

Conducted on April 10-16, the ‘Tugon ng Masa’ survey saw the Tingog party-list their peers with 5.23% of the votes, followed closely by ACT-CIS with 4.83% and Ako Bicol with 4.55%. The three groups are seen to bag three congressional seats each.

The other party-list groups projected to win at least two seats each are Duterte Youth with 3.75% of the votes, 4Ps with 3.07%, Uswag Ilonggo with 2.91%, United Senior Citizens with 2.58%, Kalinga with 2.52%.  Tupad with 2.26, and Agimat with 2.15%.

All 10 groups surpassed the 2% threshold votes needed to guarantee one congressional seat under the party-list system. The second and third seats are awarded based on a proportional allocation system.

Compared to the March 2025 TNM survey, the April results reflect notable shifts. ACT-CIS, which led the March survey with 8.70%, dipped to second spot in April with 4.83%. Tingog, previously second with 5.77%, rose to the top spot despite a slight dip to 5.23%. Ako Bicol also improved slightly from 4.20% to 4.55%.

Support for 4Ps declined from 5.40% in March to 3.07% in April and fell from third to fifth place. Other groups which scored declines include the United Senior Citizens (down from 3.70% to 2.58%) and Galing sa Puso (3.14% to 1.34%) fell out of the top 10 and were replaced by Kalinga and Agimat.
