In a groundbreaking move, the Department of Science and Technology (DOST) Region 02, led by Dr. Virginia G. Bilgera, has installed STARBOOKS at the Department of Health Treatment and Rehabilitation Center (DOH TRC) in San Antonio, City of Ilagan, Isabela.
This innovative digital library is set to revolutionize patient rehabilitation by offering healthcare professionals and patients access to a treasure trove of science and technology resources.
By integrating STARBOOKS into the center, DOST aims to empower patients with educational materials on livelihood skills, entrepreneurship, and job readiness.
This strategic move not only aids in patient reintegration into society but also keeps them mentally engaged and informed throughout their recovery journey.

The event drew 15 staff members from DOH TRC II, who were treated to a comprehensive discussion on STARBOOKS by Mr. Carl Joshua Reyes.
He delved into the platform’s objectives, mandates, and key features, leaving attendees eager to explore its potential.
In an exclusive interview, Atty. Abigail M. Ancheta, Attorney III at DOH TRC 2, revealed the center’s motivation behind embracing this technology. “STARBOOKS is a game-changer for our patients,” she emphasized. “It complements our existing library with engaging content that enriches their educational experience during recovery.”
This initiative is part of DOST’s broader mission to democratize access to science, technology, and innovation (STI).
By deploying digital learning tools in healthcare and rehabilitation settings, STARBOOKS is bridging knowledge gaps for both medical staff and patients, catering to the diverse needs of everyone within the facility.
With STARBOOKS on board, the DOH TRC is poised to redefine patient care and rehabilitation, proving that technology can indeed be a powerful catalyst for healing and growth.
